Who We Are

The need for adequate security in every fold or society cannot be over emphasised. Security of lives and properties of the citizens in any state of the federation is the responsibility of the state governor as enshrined under section 14 (2)(b) of the constitution of the Federal Republic of Nigeria. Accordingly, the Kogi State Vigilante Service was established in 2014. It is a paramilitary organisation committed to the service of the state, commissioned and assigned to provide additional security and curtail any security threat within the state especially at the grassroot-level..

Esterblishment

The bill for a law that established the Kogi State Vigilante Service was signed into law on 25th November 2014. The Governor, Alhaji Yahaya Adoza Bello noticed that the various vigilante groups operated differently without sense of focus. He decided to merge all of them under one umbrella without political party, tribal or religious affiliations. Consequently, a team led by the comptroller of vigilantes went round the 21 Local Government Areas of the state and recruited 1500 vigilantes. But out of the magnanimity of the Governor, he decided to increase the number to 3,000 vigilantes. In addition also approved and trained 500 extra to cover the border local government areas of Dekina, Ankpa, Omala, Olamaboro and Bassa Local Governments. This is to checkmate the activities of hoodlums, armed robbers and kidnappers from the affected areas.

CRITERIA FOR SELECTION

  1. Before joining the Kogi State Vigilante Service a candidate must possess the following:
  2. He/she must be a Nigerian and an indigene of Kogi state.
  3. He/she must not be less than 25 or more than 50 years.
  4. He/she must be physically and medically fit.

 

  1. He/she must have a minimum of first school leaving.
  2. He/she must be free from pecuniary embarrassment.
  3. He/She Must be loyal to the provisions of the constitution of the Federal Republic of Nigeria.
  4. He/she must not be a dismissed member of any security or law             enforcement agency or civil service.
  5. He/she must be attested to in writing to be of good character by          his/her village head or community leader.

TRAINING AND BEARING OF ARMS

  1. The Executive Governor approved a six (6) weeks basic training package for each set of vigilantes. The 3,000 vigilantes were divided into 6 batches of 500 vigilantes each. It is important to state that 44 instructors were drawn from the serving and retired members of the Armed Forces, Nigerian Police Force, FRSC, Department of State Security and NSCDC. The vigilantes were taught many subjects which includes; Drill, Community Policing, Law, First Aid, Communication, Physical Training and Drugs to mention a few.

FUNCTIONS OF ALL DEPERTMENT

HEAD

The Headquarters Kogi State Vigilante Service is administered by 10 Departments with Comptroller-General as the head. All the Departmental Heads are expected to be not below the rank of Assistant Comptroller. The Departments are Operation, Training, Administration, Logistics, Finance and Accounts, Medical, Legal, Crime and Intelligence, Public Relation, Religions Affairs and Provost Marshal.
Department of Operations

The Department of Operation

The Department of Operation is responsible for the general provision and guideline of all operation within Kogi State Vigilante Service. As the most senior Department, it also plan and execute joint operation with others sister services e.g. the Armed Forces, NPF etc.

The Department of Administration

The Department of Administration is the hallmark of the service. It is shouldered with the responsibilities of coordinating, monitoring and execution of all activities within the service. It is the main department responsible for the human and material resources. Some of its functions includes:

The Department of Training

The Department of Training is next in hierarchy of command at the Headquarters. It shouldered with the responsibilities of planning and coordination of all training activities of the service within the year with the approval of comptroller. In addition, it conducts regular retraining of personnel, organised regular workshops and seminars and promotion exams for the officers. Department of Administration

The Department of Administration

The Department of Administration is the hallmark of the service. It is shouldered with the responsibilities of coordinating, monitoring and execution of all activities within the service. It is the main department responsible for the human and material resources. Some of its functions includes:
a. Documentation and maintenance of all service personnel files and records b. Deployment and Transfer of service personnel. c. Anchor the discipline of staff in conjunction with the provost officer. Department of Logistics

The Department of logistics

The Department of logistics is responsible for material and resources management within the service. In addition, it takes care of all supplies, clothing, accommodation, vehicles motorcycle, and uniform to mention a few. Some of its functions are to ensure that all vehicles are in good condition before embarking on any operation and provides office and residential accommodation where possible for vigilantes

Department of Finance and Accounts

The Department of Finance and Account is responsible for all service personnel salaries/ allowance, as the finance the arms of the service. It prepares the monthly allowances for implementation. Medical Department

Intelligence Department

The Department is responsible for all intelligent network in trying to master information about the general activities of criminals both within and outside the state. It helps to contain any situation and advised appropriate authority at both operational and strategic level. Some function of the Department include
a. The intelligence Department identify all the criminals and their cohorts especially at the grassroots level for close monitoring. b. The Department writes all security reports for appropriate authority. c. They reports all suspicious cases to higher authority. d. They disseminate information on all criminals’ activities to the various vigilante commands for evaluation and further action e. Try and maintain system of criminal monitoring of suspected hardened criminals from the neighbouring States. f. Liaises with other intelligent security operatives within the State and Local Government. g. Collect, collate and evaluate information on criminal identified with organised crime activities in a particular area. Department of Public Relation :

The Medical Department

The Medical Department is responsible for the medical care to all service personnel and their immediate families. In addition, provide medical attention to detained criminals and immediate health service (where possible) for the civilians within the environment. The Department also liaise with other higher hospitals for immediate medical service for accident victims, and criminals.

The Department of public Relation

The Department of public Relation is the main branch in charge of promoting the image of the service. It provide the essential services. of disseminating information on the general activities to the people and has strong liaison for the promotion of confidence reposed on the service by the people. Department of Religious Affairs 10. This is one of the youngest Department in the service. It is responsible for all religions affair that affect both Muslims and Christian. As the youngest, the service is trying to spread across the Local Government Commands. Provost Marshal

The Provost Marsha

The provost marshal work directly under the Admin Department. He is responsible for the maintenance of discipline in the service. He provide a good check for the service personnel for the general discipline of the service. The provost has the power to arrest any erring service personnel and safe guard the image and discipline of the service.
Legal Department

The Legal Department

The Legal Department is in charge of all legal cases against the service. It is delegated to represent the service for any legal issue and resolve it amicably. It acts as a liaison between the service and other sister services for any seminar or workshop on legal issues.
